Description:
In kernel builds, any unprivileged process running on the NuttX
device can open /dev/efuse and attempt to read/write fuse content.
Reading the fuses may provide valuable information to an attacker
controlling the user process. The write operation, in extreme cases
where the fuse blocks are not locked, may brick the device.
DISCLAIMER: I tried to be strict with the settings, better to relax them
later if it's needed.

GS2200M response parsing copies device-provided text fields into fixed-size local buffers.
Add field widths to the sscanf string conversions so the parsed address, port, and command fields stay within their destination arrays.

debug.h is a NuttX-specific, non-POSIX header. Placing it in the
top-level include/ directory creates naming conflicts with external
projects that define their own debug.h.
This commit moves the canonical header to include/nuttx/debug.h,
following the NuttX convention for non-POSIX/non-standard headers,
and updates all in-tree references.
A backward-compatibility shim is left at include/debug.h that
emits a deprecation #warning and re-includes <nuttx/debug.h>,
allowing out-of-tree code to continue building while migrating.

Nuttx currently has 2 types of sleep interfaces:
1. Signal-scheduled sleep: nxsig_sleep() / nxsig_usleep() / nxsig_nanosleep()
Weaknesses:
a. Signal-dependent: The signal-scheduled sleep method is bound to the signal framework, while some driver sleep operations do not depend on signals.
b. Timespec conversion: Signal-scheduled sleep involves timespec conversion, which has a significant impact on performance.
2. Busy sleep: up_mdelay() / up_udelay()
Weaknesses:
a. Does not actively trigger scheduling, occupy the CPU loading.
3. New interfaces: Scheduled sleep: nxsched_sleep() / nxsched_usleep() / nxsched_msleep() / nxsched_ticksleep()
Strengths:
a. Does not depend on the signal framework.
b. Tick-based, without additional computational overhead.
Currently, the Nuttx driver framework extensively uses nxsig_* interfaces. However, the driver does not need to rely on signals or timespec conversion.
Therefore, a new set of APIs is added to reduce dependencies on other modules.
(This PR also aims to make signals optional, further reducing the code size of Nuttx.)

Summary:
- I received an issue report that multiwebcam in Spresense SDK 2.4.0
has a problem with the Chrome browser
- Actually, the browser tries to establish 2 connections but
the multiwebcam can handle only 1 connection. And if accept() for
the second connection is delayed, the connection no longer exists
in the gs2200m hardware
- This commit fixes this issue by checking if the cid is valid or not.
Impact:
- gs2200m driver only

We found that the change caused a problem when running a VPN application.
and also confirmed that reverting the commit fixed the issue.

- When sending an AT command during receiving a bulk packet,
the bulk packet might be put in the AT command response.
- To handle such the case, gs2200m_send_cmd2() is newly
introduced instead of using gs2200m_send_cmd(dev, cmd, NULL)

- All use cases that send an AT command in gs2200m.c

Summary:
- During Wi-Fi stress test, I noticed that ASSERT() happened
in gs2200m_hal_write(). Actually, this happens in 20-40 hours.
- In this case, resp[1] was always 0x0 which is not defined
in the spec.
- In the previous implementation, retry was only done in case of
WR_RESP_NOK. (0x13)
- This commit changes this condition and it reties in case of
0x0 as well

Summary:
- During reviewing the GS2200M document, I noticed that
_read_data() implementation is incorrect.
- Actually, we do not use "SPI Byte Stuffing for SPI-NO-DMA"
but use "SPI Command Response (SPI-DMA)", so the sequence
should use SPI_RECVBLOCK().

Summary:
- During stress test with spresense:wifi (non-SMP), I noticed
sometimes ASSERT() happened in _read_data_len()
- Actually, up_udelay(50) has been added to avoid the ASSERT
- However, I finally noticed that it should be moved before
calling dready()
- Also, I cofirmed that we can reduced the time from 50 to 30
- NOTE: we need at least 15us in my experience
