63aefd9975 arch/armv7-r: userspace PMU access
This change enables performance monitoring unit (PMU) access from userspace
on ARMv7-R architecture by adding CONFIG_ARCH_HAVE_PERF_EVENTS_USER_ACCESS
support and building PMU code for userspace when needed.

8f0e30b07c libc/perf: userspace PMU access
Add ARCH_HAVE_PERF_EVENTS_USER_ACCESS capability to allow applications
to directly access hardware perf counters via perf_gettime() from
userspace, enabling performance monitoring and profiling without syscalls.

on static initialization instead to reduce code complexity and avoid

dd ARCH_PERF_COUNT_BITWIDTH configuration to support architectures
with different perf counter bit widths (TriCore 31-bit, others 32-bit),
enabling proper overflow correction across diverse platforms.

02eb280302 arch/perf: modify the return value of up_perf_gettime to clock_t
When using alarm_arch implementation, 64-bit time can be returned. Using unsign long will cause precision loss.

6a2c03732f clock: Replace all ts and tick conversion functions
Using the ts/tick conversion functions provided in clock.h

Do this caused we want speed up the time calculation, so change:
clock_time2ticks, clock_ticks2time, clock_timespec_add,
clock_timespec_compare, clock_timespec_subtract... to MACRO

clock_getcycle always returns an incremented cycle value
If the hardware does not support perf event it will use arch_alarm's up_perf_gettime
