Installation instructions, license exceptions and supported features
of the RP2040 common among all boards have been moved exclusively to the
rp2040/index.rst file. Board documentation links back to the primary
source for installation instructions.

Introduces `sphinx-tags` to the documentation system, allowing
individual pages to be tagged for better searching. The examples in this
commit introduce the `chip:*` tag for indicating the chip a board uses,
as well as the `experimental` tag for indicating experimental boards and
features. Other tags indicate supported peripherals for boards, such as
`wifi` and `ethernet`.

Renaming "modlib" to "libelf" is more in line with the implementation content,
which makes it easier for individual developers to understand the capabilities of this module.

This commit adds support for the BMP180 sensor on the
STM32F401RC-RS485 board and updates the board documentation
accordingly. It also enables the BMP180 UORB driver in the
STM32 common logic.

Use configuration CDCACM_DISABLE_TXBUF or CDCACM_DISABLE_RXBUF to choose
whether to use usb req buffer as the serial buffer. Since the default
value is n (not using req buf), the original configuration of buf is valid.
This reverts commit 21c8ed80bd.

So far only USART drivers could use TX/RX DMA. This commit adds the
support for UART drivers as well (with the exception of serial console).
UART peripheral does not have timeout interrupt, so external polling
is required to flush the RX data from DMA buffers even if the buffer
is not yet full. The board layer can do this by calling
sam_serial_dma_poll function.

Previously, the LVGL example had a workaround in lv_nuttx_fbdev.c to prevent
video memory invasion. This fix properly addresses the issue by:
- Reducing total SDRAM size from 8MB to 6MB
- Moving LTDC base address to 0xC0600000
- Reserving dedicated space for video memory outside NuttX heap
This ensures proper memory separation between video buffer and system heap.
