Fix coding style issues flagged by nxstyle in files touched by the
SO_TIMESTAMPING series. These are pre-existing issues, not introduced
by the SO_TIMESTAMPING patches:
- inet_sockif.c: missing blank lines after declarations
- ipv4_input.c: missing blank line after declaration, bad comment alignment
- can_input.c: bad indentation inside #ifdef block
- getsockopt.c: bad comment block alignment, bad brace alignment
- setsockopt.c: wrong column position of comment
- sim_netdriver.c: missing blank lines after declarations

Remove the redundant `timestamp` field from `udp_conn_s` and use the
existing `s_options` bitmask to track SO_TIMESTAMP/SO_TIMESTAMPNS state.
The socket-level setsockopt/getsockopt already handles SO_TIMESTAMP via
_SO_SETOPT/_SO_GETOPT on s_options. The protocol-level handlers in
inet_sockif.c were intercepting the option before the socket layer,
causing s_options to never be set. This also meant SO_TIMESTAMPNS was
broken since inet_sockif.c only handled SO_TIMESTAMP.
Changes:
- Remove udp_conn_s.timestamp field from udp.h
- Remove SO_TIMESTAMP get/set handlers from inet_sockif.c, letting
them fall through to the socket-level handler
- Simplify udp_recvfrom.c to call cmsg_store_timestamp() directly,
which already checks s_options internally
- Align pkt_input.c software timestamp generation with ipv4/can by
removing per-socket SO_TIMESTAMP option check, only checking
hardware timestamp capability

Extract a common cmsg_store_timestamp() helper that checks
SO_TIMESTAMP/SO_TIMESTAMPNS via s_options and appends the
appropriate cmsg. Replaces per-protocol timestamp formatting
in CAN, PKT, and UDP receive paths.

Move RX timestamp storage from net_driver_s.d_rxtime into
iob_s.io_time so each IOB carries its own timestamp through
the stack. Remove old iob_trycopyin/iob_copyout timestamp
packing in CAN/PKT/UDP paths. Fix iob_clone_partial to copy
io_time before source pointer advances to NULL.

In udp_input()'s broadcast/multicast fan-out loop, each iteration
calls netdev_iob_replace(dev, iob) to swap in a freshly cloned iob
before handing the packet to the next matching connection. That
function unconditionally sets dev->d_len = iob->io_pktlen, which is
the full frame length (IP + UDP headers + payload), undoing the
'dev->d_len -= udpiplen' done once before the loop to strip the
headers off for udp_input_conn().
As a result, every connection after the first sees a d_len that is
udpiplen (IP+UDP header length, eg 28 bytes for IPv4) too large.
This value flows into udp_datahandler() as buflen (it reads
dev->d_len directly) and is stored as the queued packet's declared
length in the connection's read-ahead iob chain. Once more than one
such oversized entry has queued up in the same chain, the consumer
(udp_readahead() in udp_recvfrom.c) parses the following entry's
metadata starting at the wrong offset, so whatever byte happens to
land on src_addr_size is trusted as-is. That single byte (0-255) is
then used as the length in iob_copyout(srcaddr, iob, src_addr_size,
...), which fills a fixed-size stack buffer with no bounds check
outside a DEBUGASSERT - compiled out in release builds - so an
oversized value overflows that stack buffer.
Re-apply the same '-= udpiplen' header-stripping after each
netdev_iob_replace() call in the loop, matching what's already done
once before the loop for the first connection.
Inside udp_input_conn, d_appdata is always set first, and since neither
the ICMP nor ICMPv6 process accesses d_appdata, the redundant d_appdata
settings have been removed.

Move conn_unlock() call outside the if block in psock_udp_sendto()
to ensure the connection lock is always released before returning,
preventing a potential deadlock when the condition is not met.

debug.h is a NuttX-specific, non-POSIX header. Placing it in the
top-level include/ directory creates naming conflicts with external
projects that define their own debug.h.
This commit moves the canonical header to include/nuttx/debug.h,
following the NuttX convention for non-POSIX/non-standard headers,
and updates all in-tree references.
A backward-compatibility shim is left at include/debug.h that
emits a deprecation #warning and re-includes <nuttx/debug.h>,
allowing out-of-tree code to continue building while migrating.

Move conn_unlock() after the data event handling in can_callback()
and udp_callback(). Previously, the connection lock was released
immediately after devif_conn_event(), leaving the subsequent
can_data_event()/net_dataevent() and read-ahead buffer operations
unprotected. This could lead to a race condition where another
context modifies the connection state while data is being stored.
Hold the lock until the entire callback processing is complete to
ensure thread safety.

The main content of this submission is to limit both the TX/RX buffers

UDP and PKT will hold the dev lock and conn lock when calling back the
protocol stack from the network dirver. At this time, if the poll_notify
notifies usrsock_server and executes poll_teardown, a conn double lock

Our net socket connection allocations are powerful but redundant
because they're implemented once in each protocol. This is not good for
further optimizing and extending to other allocations, so maybe we can
add a common implementation for the usage.
Impact:
1. We add a `struct net_bufpool_s` as pool descriptor, which may use a
little bit more memory than previous implementation (~28Bytes).
2. We share same functions between pools, so code size may shrink under
some scenarios.

Now the HAVE_PFINET(6)_SOCKETS depends on NET_TCP/UDP_HAVE_STACK, which
is previously defined in net/ folder and cannot be included.
Considering many places use this check, maybe moving them to netconfig.h
could be better.
