6b5dddd5d7 libs/libc: migrate to SPDX identifier 
Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

bcd64bf2bf libc/unistd: added an implementation of the lib_flock function
