abb10a497a libc/chdir: chdir/fchdir should not depend on environment variables 
This PR will still allow basic shell operations such as cd/ls/pwd to be used even when the environment is disabled.

6b5dddd5d7 libs/libc: migrate to SPDX identifier 
Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.
