6b5dddd5d7 libs/libc: migrate to SPDX identifier 
Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

037a6f5836 libs/libc/signal: add killpg function 
1. the killpg function can make all the
ltp/open_posix_testsuite/killpg testcaes passed
2. Nuttx do not support process group, so we use kill process instead
3. the implementation are referred to:
