9d96668dab boards/arm/nrf53: migrate to SPDX identifier 
Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

218aa63af3 boards/nrf53: introduce common folder 
This is an initial step towards moving common logic for NRF53 boards into one place.
At this point, only initialization of the TIMER has been moved.
