On a system with multiple CPU cores, when the system is powered on,
multiple cores may start running simultaneously. In this case, software
is required to handle the startup logic for multi-core synchronization.
One approach is to use global variables.
however, the global variable region may not have been initialized yet.
In such scenarios, we can use a busywait flag to
implement the synchronization strategy.

In the toolchain, ARCH_TOOLCHAIN_XXX is used to select the compiler to be used. If clang is selected here, subsequent errors will occur

Support hardware debugging of ARM architecture, and support smp mode.We can use "up_debugpoint_add" or "up_debugpoint_remove" to add breakpoints, and the hardware will jump into the interrupt after detecting it.

This adds minimal support for NXP MCX-N236 CPU. Peripherals supported are:
- GPIO
- PINMUX
- CLOCK
- LPUART
An example board, FRDM-MCXN236 is also added, with a basic profile that
boots into nsh.

Thanks to hujun260 for spotting this, now ostest works.
Why it helps is still to be clarified, the `arm_signal_handler.S`
might require this THUMB option.
To keep ARM_THUMB as option, this only selects it for
PROTECTED as per anchao's suggestion.

Summary:
- In https://github.com/apache/nuttx/pull/14465,
atomic_compare_exchange_weak_explicit() was newly introduced
in semaphore. However, cxd56xx has an issue with the API
if SMP is enabled (see up_testset2 in cxd56_testset.c).
- This commit fixes the issue by using LIBC_ARCH_ATOMIC.
Impact:
- Only cxd56xx SoCs in SMP mode.
Testing:
- Tested with spresense:smp, spresense:wifi_smp
- NOTE: If DEBUG_ASSERTIONS is enabled assert would be happend.
I think this might be another issue.

Some armv7-m-based SoCs do not work with atomic instructions,
even though armv7-m supports them.
To avoid using atomic instructions generated by gcc,
CONFIG_LIBC_ARCH_ATOMIC is newly introduced with which
arch_atomic.c is linked explicitly.
However, the function names need to be changed to avoid
build errors, since the functions described in stdatomic.h
are gcc built-in and inlined when the code is compiled.
About libcxx with CONFIG_LIBC_ARCH_ATOMIC, it still
does not work. It is also needed to call nx_atomic_ ver
instead of __atomic ver in
libcxx/include/__atomic/cxx_atomic_lmpl.h.

Created stm32h5 directory to add support for the H5 chip, and used a Nucleo-H563ZI dev board during development. The goal was to get a working nutshell through the STLink connector on the board.
Remove board/docs changes for PR update.

When sig dispatch do up_schedule_sigaction, need to make a new frame to
run arm_sigdeliver. But the exception_direct cannot handle xcp.regs as
we are using c-function exception handler.
Need to use exception_common to handle SMP call.

according to manual:
The FPU is not affected by any security configuration.
Thus, it appears as not present in PERIPHID[n].PERM
register located in the SPU
Since picolibc used by clang-17 does not provide an implementation of libm,
if you want to use clang, please must specify a libm as an option.
