Renaming "modlib" to "libelf" is more in line with the implementation content,
which makes it easier for individual developers to understand the capabilities of this module.

Use configuration CDCACM_DISABLE_TXBUF or CDCACM_DISABLE_RXBUF to choose
whether to use usb req buffer as the serial buffer. Since the default
value is n (not using req buf), the original configuration of buf is valid.
This reverts commit 21c8ed80bd.
So far only USART drivers could use TX/RX DMA. This commit adds the
support for UART drivers as well (with the exception of serial console).
UART peripheral does not have timeout interrupt, so external polling
is required to flush the RX data from DMA buffers even if the buffer
is not yet full. The board layer can do this by calling
sam_serial_dma_poll function.

This commit adds support for TX DMA transfers for USART peripheral. Code
refactor in sam_serial.h was also required in order to have correct
defines for all possible cases (both RX and TX DMA used, just one used,
none used).

USART peripheral can work in SPI mode as well. This commit adds support
for such functionality. Only 1 slave device is supported by the
peripheral therefore board level does not have to ensure correct CS
setup.
The usage of the peripheral is the same as with other SPI drivers.

- migrated /README are removed from /boards
- there are a lot of READMEs that should be further converted to rst.
At the moment they are moved to Documentation/platforms and included in rst files
Initial documentation page for SAMv7 MCU is added. There are still
board pages to be added in the future.
