Add documentation describing the purpose and behavior of early_syslog(),
which provides a minimal logging facility available during early system
initialization or system down.

Introduces two documentation additions. First, the RFC 5424 support is
documented on the main syslog documentation page, with information about
how to use it effectively. Second is the application documentation for
the `syslogd` application addition, which enables easy use of the new
RFC 5424 support.

Change syslog API naming more reasonable:
1. rename syslog_channel() to syslog_channel_register()
2. rename syslog_channel_remove() to syslog_channel_unregister()

Multiple files were badly formatted, which resulted in many
warnings. This made it harder to check for errors in newly
written documentation.
What's worse, badly formatted text resulted in butchered
output in generated html.
This patch fixes most of the errors, but alas, not all of
the errors can be fixed. Anyway, this should be way easier
to spot errors in newly written docs now.
