rename nxsched_timer_expiration to nxsched_tick_expiration
to align with nxsched_process_tick()

Our releases contain links to github PR and lots of text so we
are splitting the release notes to individual files
This change should
- improve readability
- reduce the ReleaseNotes file for each release.
