286d37026c drivers: migrate to SPDX identifier 
Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

1fdb3f5107 notesnap_driver.c: modify struct notesnap_s member type 
clang atomic no support other type:
modify .index type size_t --- atomic_int
modify .dumping type bool --- atomic_bool

a7fc26124d arch/arm64: the arm64 perf interface supports pmu 
Summary:
- Support arm64 pmu api, Currently only the cycle counter function is supported.
- Using ARM64 PMU hardware capability to implement perf interface, modify all
  perf interface related code.
- Support for pmu init under smp.
