Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

parallel depend ddc does not significantly speed up compilation,
intermediately generated .ddc files can cause problems if compilation is interrupted unexpectedly

The lower-half implementation of the RMT character driver based on
Espressif HAL enables using the RMT peripheral of ESP32, ESP32-S2
and ESP32-S3 as a common xtensa-based Espressif driver.
The RMT packages on Espressif SoCs are 4-byte long and are known as
"items". Please check the Techinal Reference Manual of the chip to
obtain more details.
If -fstack-protector-all is enabled, gcc linker will need GCC
SSP(Stack Smashing Protector) support, Since the implement of SSP
is related to the OS, most of embedded toolchain does not provide
ssp support, so an error will be reported when linking:
enable CONFIG_LTO_FULL && CONFIG_STACK_CANARIES

Since nuttx has already implemented SSP related hook functions,
so in this PR, we filter out this option in the link phase to ensure that
the implementation of lssp/lssp_nonshared will not be referenced

In the past, header file paths were generated by the incdir command
Now they are generated by concatenating environment variables
In this way, when executing makefile, no shell command will be executed,
it will improve the speed of executing makfile

## Summary
A lot of linker scripts were listed twice, once for unix, once for windows.
This PR cleans up the logic so they're only listed once.
## Impact
Any opportunity to use a single source of truth and reduce lines of code is a win!
## Testing
CI will test all build
Cleaning during `clean_context` had the issue of remaking everything
when `menuconfig` was issued. That's because `menuconfig` has a
`clean_context` on its way.

EXTRAFLAGS is already applied to *FLAGS in board's Make.defs (and
it applies to whole build, not just arch-code). EXTRAFLAGS is passed
around each make call to the complete build.
KDEFINE is already added to EXTRAFLAGS in main Makefile so no need
to add it again in arch-level Makefile
Make.dep file should be updated by .config changed after first make.
There are 2 cases affected for this problem:
1) Add source files by config symbol
2) Include header files in #ifdef directive
These 2 cases may not be included in Make.dep and this may prevent the
differential build from working correctly.
So call 'make EXTRAFLAGS=-Wno-cpp' could suppress the warnings with pre-processor
directive #warning in GCC.
