Description:
In kernel builds, any unprivileged process running on the NuttX
device can open /dev/efuse and attempt to read/write fuse content.
Reading the fuses may provide valuable information to an attacker
controlling the user process. The write operation, in extreme cases
where the fuse blocks are not locked, may brick the device.
DISCLAIMER: I tried to be strict with the settings, better to relax them
later if it's needed.

if rpmsg triggers force flushing when the master core provides lower putc,
characters will be duplicated caused by SYSLOG_DEFAULT also send the char to lower half.
in this PR, we disable force put char to lower putc if CONFIG_SYSLOG_DEFAULT is enabled

At line 236, we may set the null terminate to the priv->buffer,
when flushing the priv->buffer, we should use up_putc() instead up_nputs()
to ensure all the data has been output, because up_nputs() will check
the null terminate but up_putc() not.

nuttx/driver/rpmsg: new folder, extract common rpmsg api in rptun.c to rpmsg.c.
rpmsg provide rpmsg_ops to each backend for specific implementation.

When the machine is cold started, the psram area where the syslog
buffer is located contains some random values, so it will cause
loss of valid log.

For CEVA platform CHAR_BIT is 16, and will do lots of extra work
when use IPC.
We will not support this platform anymore, so remove all the b2c operations.

Reason:
nx_start use syslog at every early time event the idle thread not
full setup, then syslog_rpmsg -> work_queue -> work_signal ->
nxsig_kill -> rtcb is NULL -> crash
Fix:
sched work_queue after is_rpmsg_ept_ready() is true

Remove drivers/clk/clk-rpmsg.c drivers/power/rpmsg_regulator.c. These depend on upstreaming support for a new subsystem based on the clk/regulator is model from Linux. Removed because we want to separate the activities. We will just try to get the basic OpenAMP support in place for now.
Remove drivers/misc/misc_rpmsg.c and include/nuttx/misc/misc_rpmsg.h. These are specific to the Xiaomi application.
