Description:
In kernel builds, any unprivileged process running on the NuttX device
can open /dev/efuse and attempt to read/write fuse content. Reading the
fuses may provide valuable information to an attacker controlling the user
process. The write operation, in extreme cases where the fuse blocks are
not locked, may brick the device.

debug.h is a NuttX-specific, non-POSIX header. Placing it in the
top-level include/ directory creates naming conflicts with external
projects that define their own debug.h.
This commit moves the canonical header to include/nuttx/debug.h,
following the NuttX convention for non-POSIX/non-standard headers,
and updates all in-tree references.
A backward-compatibility shim is left at include/debug.h that
emits a deprecation #warning and re-includes <nuttx/debug.h>,
allowing out-of-tree code to continue building while migrating.

This commit adds a new lower-half driver implementation for I2C bit-bang
that uses IO expander pins as the GPIO backend, enabling I2C bit-bang
functionality on systems where direct GPIO access is not available or
when I2C needs to be implemented using IO expander pins.
Background:
The existing I2C bit-bang driver (i2c_bitbang.c) provides a generic
upper-half implementation that requires a platform-specific lower-half
to control the SDA and SCL GPIO lines. Previously, each platform had to
implement its own lower-half using direct GPIO access.

There are two threads involved: thread A with a priority of 100 and
thread B with a priority of 101. Here's how they interact:
When thread A releases a semaphore, thread B is scheduled to execute
some code and may reacquire the semaphore. If no other tasks are ready,
thread A will be scheduled to run.
This continuous process can lead to a busy loop.

currently, nuttx implements readv/writev on the top of read/write.
while it might work for the simplest cases, it's broken by design.
for example, it's impossible to make it work correctly for files
which need to preserve data boundaries without allocating a single
contiguous buffer. (udp socket, some character devices, etc)
this change is a start of the migration to a better design.
that is, implement read/write on the top of readv/writev.
to avoid a single huge change, following things will NOT be done in
this commit:
* fix actual bugs caused by the original readv-based-on-read design.
(cf. https://github.com/apache/nuttx/pull/12674)
* adapt filesystems/drivers to actually benefit from the new interface.
(except a few trivial examples)
* eventually retire the old interface.
* retire read/write syscalls. implement them in libc instead.
* pread/pwrite/preadv/pwritev (except the introduction of struct uio,
which is a preparation to back these variations with the new
interface.)

since mmap may exist in block_operations, but truncate may not,
moving mmap beforee truncate could make three struct more compatible

In the past, header file paths were generated by the incdir command
Now they are generated by concatenating environment variables
In this way, when executing makefile, no shell command will be executed,
it will improve the speed of executing makfile

Summary:
- This commit changes spinlock APIs (spin_lock_irqsave/spin_unlock_irqrestore)
- In the previous implementation, the global spinlock (i.e. g_irq_spin) was used.
- This commit allows to use caller specific spinlock but also supports to use
g_irq_spin for backword compatibility (In this case, NULL must be specified)

This change was added by PR 625 but has a serious logic flaw. It removes all occurrences of INCDIROPT and replaces it with a definition in tools/Config.mk:

This logic flaw is the Config.mk is included in all Make.defs files BEFORE WINTOOL is defined. As a result, the definition is wrong in many places when building under Cygwin with a Windows native toolchain.
