virtio/virtio-pci-modern: support PCI_RESOURCE_MEM_64 capability

Browse source 
On 64-bit platforms, the capability flags use PCI_RESOURCE_MEM_64
instead of PCI_RESOURCE_MEM. Add support to find both flag types.
