libc/time: Fix POSIX timezone string parsing.

Browse source 
When loading a zoneinfo file fails, parse a non-colon-prefixed TZ value
as a POSIX timezone string. Treat a successful tzparse() result as
success while preserving the leading-colon file-only behavior.
