This commit fixes lely-canopen build for make and cmake.
It also update lely commit tag to the latest lely master.
The required changes are now split into several patches
to make it easier to fix any issues in the future.

Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.
