440d69a310 canutils: migrate to SPDX identifier 
Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

deaa6c5b7b build: Replace $(TOPDIR)/Make.defs with $(APPDIR)/Make.defs 
and move NUTTXLIB defintion to the common place
