ff6df40e3c fix -Wmaybe-uninitialized compile warning in nist-sts 
fix compile warning as following:
nist-sts/sts/src/cusum.c:15:23: warning: 'zerv' may be used uninitialized in this function[-Werror=maybe-uninitialized]
