Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.

Summary:
- This commit makes telnetd_daemon() in public so that we
can call it from applications.
- Also, adds new configs to support posix_spawnp()
Impact:
- telnetd only
Testing:
- Tested with sabre-6quad:netknsh (will be updated later)
